What the law says
No MAC law. All fourteen sections of Ala. Code tit. 27 ch. 45A were walked: licensure, prohibited activities, rebates — no MAC section, no appeal, no update cadence, no NDC-on-denial. § 27-45A-13 (added by Act 2025-136) does set a reimbursement floor (a PBM may not pay less than the Medicaid rate) but creates no appeal. Audit appeals under tit. 34 ch. 23 art. 8 are a different mechanism
