No MAC law — repealed. HRS § 328-106 was repealed by Act 207, SLH 2023; the code page reads "§328-106 REPEALED." The legislature's own 2026 findings confirm "no laws were enacted to regulate maximum allowable cost lists" after the repeal. SB 2047 (2026) would have restored it — it died in House Finance 30 March 2026. HI pharmacies retain any-willing-pharmacy rights (HRS § 431R-2, $10,000/violation)
